lino.modlib.cbss has two new models Purpose and Sector, both used by ManageAccessRequest. It also injects a field ins_code into countries.Country and countries.City. These will be used (among others) by IdentifyPersonResult. The biggest work was to write fixtures lino.modlib.cbss.fixtures.purposes and lino.modlib.cbss.fixtures.inscodes.

The Belgian national institute for statistics (INS, Institut National Statistique) has its own codification for countries and belgian cities. Got some
