Reported and fixed #120 : reception.Clients now has the same default parameters as pcsw.Clients.

Fixed a bug in lino_welfare.modlib.pcsw.models.Clients.get_request_queryset() : coachings must not used for filtering when e.g. observed_event is set to ClientEvents.isip

I continued to work on lino.modlib.dedupe.
