I invested another hour to completely reimplement counters for Jinja templates: they are now in lino.utils.jinja and have a ticket on their own: #220 (Simple counters for Jinja templates).

And we now have a tested document for lino_welfare.modlib.art61.

Fixed ticket #233: lino.modlib.notes.models.Note no longer inherits lino.modlib.postings.mixins.Postable.
