Lino Noi test suite had some failures after recent changes for #621.
Received and solved #891. This caused some
internal optimizations and documentation in
lino.mixins.periods.DatePeriod and
lino.modlib.system.choicelists.PeriodEvent.
Changes to Lino Welfare test suite after these optimizations.
